Hi Leika! I believe that has to do with how Rhino displays stuff on the screen. Because the picture frame and the curve are on the same plane, Rhino has some trouble displaying them proper. Some times it does sometime it doesn't, also with a selection window. I would advise you to switch between WireFrame mode and Rendered mode when selecting those control points, or move the picture frame just a little bit down so the curves are above it and not on the same plane.
