Yes, this can be very annoying/confusing. Here's what you do to get them to appear the same size on both paper and model space. I'm assuming you're using meters.

• Remember and set the scale on your Detail you put on your layout that has displayed the dimension. Let's say 1:50 (or 1 mm = 0.05 meter in the properties of the Detail)
• Now select the Dimension and go to its properties.
• Under the Text tab, increase the Height to let's say 10,
• Then under the Text tab there is a variable called Model Space Scale.
• Set this Model Space Scale to the same number as the scale of your detail in our case 1:50, which means 0.05 meters, so set it to 0.05.

Now they both show up the same size. I hope this makes sense. I've included some images to help you.

This is why it's best to create a different Dimension Style for the different Scales you're going to use on your Layout. Let's say 1:20, 1:50 and 1:200

So 0.02, 0.05 and 0.2.
