When you draw a curve, you'll always be drawing it in a 2D construction plane, depending on which view port you draw your curve. After drawing your curve, select it and use either the 'Gumball' or the 'Move'-command to elevate the curve above the grid.
If you select the curve and press 'F10' you can manipulate the individual control points of the curve, if needed.
